Payment, Deposit, Refund and Chargeback Policy

Important notice
Available payment methods vary by payment stage, currency, country and compliance result. Stripe is intended for eligible deposits and is not automatically available for balances. The Stripe merchant and online payment recipient is Hong Kong Racer House International Technology Limited. Bank transfers must be sent only to the corporate beneficiary frozen in the order. Cash is accepted only in person at an approved store. Refunds are not immediate, and a card chargeback does not by itself determine the underlying Vehicle Sales Contract dispute.
1. Scope
This Policy applies to deposits, balances, fees, bank transfers, Stripe payments, approved in-person cash, refunds, chargebacks, reversals and payment disputes for a HISICAR vehicle transaction.
The accepted PI states the amount, currency, schedule, due date and methods eligible for each instalment. If this Policy conflicts with a specifically negotiated PI term, the specific PI term controls to the extent stated and permitted by law.
2. Payment methods
Eligible methods may include:
- cards or another payment method actually displayed by Stripe for an eligible deposit;
- transfer to the corporate bank account selected for the order, payment stage and currency;
- in-person cash at an approved store using the order’s short-lived cash-desk redemption code; or
- another regulated method expressly added by an accepted PI amendment.
Displaying a method logo generally does not guarantee that method for a specific transaction. Live eligibility depends on stage, currency, Buyer country, provider configuration, risk review and applicable law.
3. Stripe merchant and recipient
The Stripe contracting merchant and online payment recipient is:
Hong Kong Racer House International Technology Limited, Hong Kong SAR.

Unless the accepted PI names it as the Vehicle Seller, it receives Stripe funds as the Seller’s authorised group collection agent. Cleared payment to it discharges the corresponding amount owed to the PI Seller within the written collection authority.
The checkout page and receipt identify the Hong Kong merchant. The Buyer should expect its legal or configured descriptor on the card statement.
4. Stripe and card processing
Stripe, card networks, issuers, acquirers, banks and payment methods process transactions under their own terms and legal roles. They may:
- require SCA or 3-D Secure;
- request additional identity or billing information;
- apply fraud screening;
- decline or review a transaction;
- place or release an authorisation hold;
- reverse a payment;
- process a refund; or
- administer a chargeback.
Submitting card details or receiving an authorisation does not mean cleared payment.
HISICAR uses a Stripe-hosted checkout or payment component so full card numbers and card security codes do not enter or remain on HISICAR servers. The Buyer must not send card details or CVV/CVC through email, website chat, WhatsApp, WeChat, Telegram or an uploaded document.
5. Payment authentication
The Buyer must complete provider authentication and use an authorised payment method. A failed, abandoned or expired authentication does not reserve a vehicle.
If the payment provider reports a mismatch, elevated fraud risk or unauthorised use, the transaction may be paused for review. The Buyer must provide proportionate evidence of identity and authority. No HISICAR employee may ask for a password, full card number or one-time bank authentication code.
6. Corporate bank transfer
The Buyer must transfer only to the beneficiary name, bank, account, currency and SWIFT details displayed in the authenticated order and accepted PI.
The following controls apply:
- no payment to a personal account;
- the order reference must be included;
- the payer should be the Buyer;
- an affiliate, director, agent or other third-party payer requires prior written approval, identity, relationship and source-of-funds review;
- an account change requires an authorised PI amendment and independent verification using an existing trusted channel;
- a new email or chat message alone cannot change the account;
- sending and intermediary-bank fees are paid by the Buyer unless the PI states otherwise; and
- any shortfall must be paid before the relevant payment obligation is complete.
A transfer is paid only when irrevocably credited in the correct currency and reconciled to the order. A remittance instruction, screenshot or bank “processing” status is not cleared payment.
7. Approved in-person cash
Cash is accepted only:
- at a store specifically approved for cash collection;
- during an in-person transaction;
- after required Buyer, payer and source-of-funds checks;
- within applicable cash, foreign-exchange, tax and reporting limits;
- through the HISICAR cash-desk redemption process;
- after counting and confirmation by authorised staff, with dual control for material amounts; and
- against a numbered receipt posted to the order.
Cash must not be sent by courier, paid to an employee or deposited into a personal account. Third-party cash and splitting a payment to evade a limit, report or review are prohibited.
The cash redemption code only identifies the order. It is not money, proof of payment or a receipt. The Buyer must verify the receipt states the receiving legal entity, store, order, amount, currency, time and authorised staff.
8. Payment timing and cleared funds
The Buyer must pay by the PI due date. Payment is complete only when:
- the full amount and currency are received;
- the payment is no longer pending or subject to an ordinary authorisation hold;
- it is matched to the correct order and payer; and
- required compliance review is complete.
The Seller may withhold vehicle reservation, reconditioning, shipment, title and documents until the relevant cleared payment is confirmed.
9. Deposit and vehicle reservation
Cleared deposit reserves the VIN vehicle for the period stated in the PI. Before clearance, the Seller may continue to display the vehicle but must not knowingly accept incompatible cleared reservations.
The deposit may fund inspection, reconditioning, procurement, storage or administrative work expressly described in the PI. The label “deposit” does not automatically make the full amount non-refundable.
10. Balance
The balance is due according to the PI. Stripe is not automatically available for the balance. The live order page identifies eligible methods.
The Seller is not required to ship, release title or release original documents against an unpaid, short, pending, reversible, unmatched or disputed balance unless the PI expressly provides secured credit terms.
11. Fees and currency
The PI currency controls. Website or card conversions are indicative unless expressly fixed in the PI.
The Buyer is responsible for:
- its bank or card issuer’s conversion fee;
- sending/intermediary-bank charges;
- a short payment caused by fees; and
- destination taxes and fees not included in the PI.
HISICAR discloses any Seller or merchant fee before acceptance. No undisclosed card surcharge or payment fee is added after contract formation.
12. Payment confirmation and receipts
HISICAR provides an electronic confirmation after reconciliation. The confirmation identifies the order, payer or method, amount, currency, recipient, date and status.
A payment confirmation is not a tax invoice unless it is expressly identified as one. The relevant invoice issuer provides the commercial or tax invoice required for the transaction.
13. Cancellation outcomes
Cancellation and deposit treatment follow the accepted PI and B2B Vehicle Sales and Export Terms:
- Seller material breach, lack of lawful title or lack of required export authority: full refund where termination is justified, plus any additional non-waivable remedy.
- Vehicle unavailable before a cleared reservation through no Buyer fault: refund of amounts received for that vehicle.
- Buyer cancellation without Seller breach: deduction limited to lawful, disclosed, itemised non-recoverable third-party costs and actual reasonable loss after mitigation.
- Buyer false information or prohibited intended use: documented loss may be deducted; the lawful balance is returned unless funds are legally blocked.
- Neutral legal or compliance condition fails without either party’s fault: only lawful, disclosed and substantiated non-recoverable costs may be deducted.
- Duplicate or excess payment: verified excess is returned to the original source without being redirected to an unrelated party.
There is no automatic blanket forfeiture unrelated to actual loss or a conspicuous lawful liquidated-damages term.
14. Refund request
Send the request to info@hisicar.com with:
- Buyer legal name;
- PI/order number;
- payment date, amount and method;
- reason for the request;
- supporting evidence; and
- requested remedy.
Submitting a request does not mean approval. HISICAR acknowledges the request, identifies the responsible Seller and payment recipient, investigates the facts and sends a written decision.
15. Approved refund method
An approved refund is returned to the original payment method and original verified payer where reasonably possible and lawful.
A refund to another account requires proof that the original route is unavailable, new identity and bank verification, fraud review and written approval. HISICAR never requests a card security code to issue a refund.
For an approved Stripe refund, Hong Kong Racer House International Technology Limited initiates the refund through Stripe. For bank transfer, the responsible finance entity returns funds to the verified original payer account. A cash refund may be returned to a verified corporate bank account rather than in cash where control or law requires.
16. Refund timing
HISICAR initiates an approved refund within 10 Business Days after final approval and receipt of all information needed to make the lawful return, unless a bank, payment provider, regulator, legal hold or sanctions rule prevents initiation.
After initiation, posting time is controlled by Stripe, the card network and banks. HISICAR provides the refund or bank reference when available. “Refund initiated” does not mean the recipient bank has posted the credit.
17. Deductions
Every deduction must be itemised and supported. It may include only:
- a non-recoverable third-party inspection, preparation, transport, storage or documentation cost disclosed or caused after contract formation;
- actual reasonable loss caused by a Buyer breach after mitigation;
- a lawful bank/intermediary charge that cannot be recovered; or
- a conspicuous lawful liquidated-damages amount subject to mandatory adjustment.
Administrative inconvenience, internal delay or an unsupported percentage is not sufficient.
18. Chargebacks and card disputes
The cardholder retains issuer and card-network dispute rights that cannot be waived.
A chargeback is determined within the payment network. It does not by itself finally decide:
- vehicle title;
- vehicle conformity;
- termination of the Vehicle Sales Contract;
- the amount of contractual damages; or
- whether another balance remains due.
The merchant may provide the issuer with the accepted PI, clickwrap/e-sign evidence, vehicle report, communications, payment authentication, refund and delivery records.
The Buyer must not knowingly submit a false unauthorised-transaction claim or seek both a chargeback and duplicate refund. HISICAR does not retaliate for a good-faith dispute.
If a payment is reversed while a contractual amount remains due, the parties retain their lawful claims and defences. A vehicle, title or document is not released against reversed or uncleared funds.
19. Fraud, sanctions and legal holds
HISICAR may pause acceptance, settlement, refund or release to investigate:
- stolen or unauthorised funds;
- identity or payer mismatch;
- personal or unexplained third-party account;
- false invoice or trade document;
- unusual cash, split or overpayment;
- sanctions or export-control risk;
- money laundering or fraud indicators; or
- binding legal process.
A screening alert does not automatically forfeit funds. Funds are accepted, held, rejected, blocked, reported or returned as required by applicable law and the responsible regulated institution. Where a return is lawful, it ordinarily goes to the verified original payer.
20. Overpayments, duplicate payments and errors
HISICAR verifies the original source before returning an overpayment or duplicate. It does not send the excess to a third party nominated after payment without full review.
An obvious reconciliation or clerical error may be corrected with an audit record and notice. A correction cannot be used to impose an undisclosed price or fee.
21. No set-off or assignment
The Buyer may not assign a payment, refund, chargeback or vehicle-allocation right or set off an unrelated claim without the Seller’s written agreement, except where mandatory law permits.
22. Records
HISICAR and the responsible entities retain:
- PI and schedule;
- payment intent/session/reference;
- beneficiary snapshot;
- payer and reconciliation evidence;
- cash receipt and cash-desk audit;
- finance approval;
- refund calculation and reference;
- chargeback evidence and result; and
- fraud/compliance decision.
Records are retained under the Privacy Policy and applicable accounting, tax, customs, payment and claim periods.
23. Complaints
Payment and refund complaints may be sent to info@hisicar.com and are handled under the Complaints and Dispute Resolution Policy. A provider complaint or chargeback does not prevent either party from using the agreed dispute process.
